If BOINC needs to be able to use your GPU for computations, a couple of things are required. Such as BOINC not being installed as a service under Windows and correct drivers downloaded from the GPU manufacturer. Installing BOINC as a service, disables GPU computation. Installing drivers via Windows disables OpenCL computing, required for many projects.

Is BOINC installed as a service? This disables computing with the GPU
Stop running BOINC as a service and reinstall it correctly
Install drivers from the GPU manufacturer as Windows installed drivers disable GPU computation
