With a little bit of work from your side, you can make things work that don't work at this moment. Therefore I'll give you some links to sites where you can update your motherboard chipset drivers, videocard or -chip drivers and DirectX.
Motherboard:
AMD Updates and Support
Intel drivers and support
nVidia
SIS
VIA Tech
You can use CPU-Z to find out details about your motherboard. If you run dxdiag in Windows, you can check up on your DirectX version and videocard. (Start->Run, type dxdiag and hit Enter)
Video:
Intel Integrated drivers
AMD/ATI Drivers and Support
nVidia
Matrox
SIS (for integrated video chips)
VIA Tech (for integrated video chips)
At all times, if you have an integrated video chip on your system, check your motherboard maker's site first for updated drivers.
DirectX versions:
DirectX 9.0c for Windows XP and Windows Server 2003
DirectX 11.0 for Windows Vista SP2
Update for Windows Vista for x64-based Systems
DirectX 11.0 for Windows Server 2008 SP2
Update for Windows Server 2008 for x64-based Systems
DirectX 11.1 for Windows 7 SP1 and Windows Server 2008 R2 SP1
DirectX 11.2 is included in Windows 8.1, Windows RT and Windows Server 2012 R2
DirectX 11.3 and DirectX 12.0 are included in Windows 10
