Sustained CPU throttling

Can BOINC get a sustained CPU load when throttling, so BOINC doesn't do on-off when CPU-time is limited <100%? Instead it should keep a constant load on CPU on that target percentage.
David: The decision is made every 10 sec. I don't see the problem with on/off every 10 sec.
